SLF Certificate Indonesia: What It Is and How to Get One
Last reviewed: September 2026
An SLF certificate (Sertifikat Laik Fungsi) is the document that says a building in Indonesia is safe to occupy or operate. It is issued after construction is finished and inspected, not before. A house gets an SLF valid for twenty years. A villa rented out commercially, a hotel, a shop or an office gets one valid for five years. The certificate itself is free under Article 276(3) of PP 16/2021. What you pay for is the inspection required to get it, and in Bali that inspection is arranged through Badung or Gianyar DPMPTSP.

What Is SLF Indonesia
SLF Indonesia stands for Sertifikat Laik Fungsi, literally "certificate of function feasibility." It is issued by the regency or city government, in Bali that means Badung, Gianyar or Tabanan depending on where the land sits, and it confirms that what was actually built matches what was approved and is structurally safe to use. The PBG (Persetujuan Bangunan Gedung) approves your design before construction starts. The SLF checks the finished building against that design. You need both, but they answer different questions at different points in time.
In plain English, an SLF is Indonesia's version of an occupancy certificate. If you have ever dealt with a certificate of occupancy in another country, this is the closest equivalent, though the Indonesian version also renews on a fixed cycle rather than lasting indefinitely.
SLF Building Certification Requirements: Where It Fits
The sequence under current rules runs in this order: spatial conformity check (KKPR), then PBG approval, then construction, then a construction-stage inspection, then a commissioning test, then a fitness statement from the supervising consultant, and only then the SLF and its companion document, the SBKBG. Skipping steps does not save time, it just means the technical office sends the file back.
There is one exception worth knowing before you assume your building does not qualify. Where a building is already standing with no PBG at all, the PBG and SLF are processed and issued together, under Article 262(4). This is the only lawful route for an existing unpermitted building, and it comes up constantly in Bali with older villas built before current rules tightened.
Article 274(2) states plainly that the SLF must be obtained before the building is used. Not before it is sold, not before it is insured against fire or flood. Before anyone occupies it or runs a business from it.
SLF Validity: How Long It Lasts
SLF validity depends entirely on the building's function, not its size or value.
| Building type | SLF validity |
|---|---|
| Single detached house or row house, privately occupied | 20 years |
| Everything else: villas rented commercially, hotels, restaurants, shops, offices, boarding houses, apartments, rumah susun | 5 years |
The five-year bucket is wider than most owners expect. An apartment is residential in function but is not a single or row house, so it falls into the five-year category, not the twenty-year one. The same logic pulls in any villa that generates rental income, which is most of what gets built in Canggu, Pererenan, Berawa and Umalas.
SLF Cost in Bali
Here is the part that trips people up: the SLF certificate itself is free, including renewals, under Article 276(3). No government fee is charged for issuing it. What costs money is the fitness-for-function inspection that has to happen first, carried out by a certified pengkaji teknis (technical assessor), and the owner pays for that under Article 297(7).
| Item | Who pays | Typical situation in Bali |
|---|---|---|
| SLF certificate and SBKBG | Free, no government charge | Issued through SIMBG once the fitness statement is uploaded |
| Fitness-for-function inspection (new or renewal) | Owner pays | Fee varies by consultant, building size and complexity, confirm locally |
| Technical office assistance for single/row houses | Owner pays | Optional assistance offered to homeowners, chargeable under Article 298(8) |
When a consultant quotes you an "SLF fee," they are quoting the assessment, not the certificate. Get the quote broken into the inspection cost and any application handling separately, so you know what you are actually paying for.
SLF for Villa Rental Bali
A villa you live in yourself is treated as residential, so its SLF runs the full twenty years. A villa let nightly on Airbnb or through a booking platform is being used for profit, which points to the business function under the elucidation of Article 5, alongside hotels, guesthouses, hostels and condotels. That has two knock-on effects: the SLF validity drops to five years, and Article 11(2) requires the owner to apply for a PBG perubahan (change of building function) to reflect commercial use, which raises the applicable retribution because the function index goes up.
To be honest about the grey area here: no article states in so many words that "a rented villa is automatically a business building." It follows from reading the function definitions together, and different technical offices in Badung, Gianyar and Tabanan apply the standard with different degrees of strictness. If you own a rental villa in Uluwatu, Bukit, Seminyak or Sanur, ask the DPMPTSP handling your area rather than assuming either interpretation. Article 293(4) also puts liability on the owner for building failure caused by using a structure inconsistently with the function stated on its PBG, which is another reason to get the classification confirmed rather than guessed at.
The costliest mistake we see: letting an SLF lapse on a commercial villa while it keeps taking bookings. Article 302(1) says that once the SLF and any temporary-use letter have expired, the SBKBG becomes invalid and municipal utilities, water and electricity, are cut off until a new SLF is issued. That is not a paperwork inconvenience. It is a shutdown, and in a multi-owner building the appointed manager carries responsibility for renewal under Article 294(2), so if you own a unit rather than the whole building, confirm someone is actually tracking the expiry date.
No PBG at All? The Regularisation Route
A surprising number of older villas around Ubud, Kerobokan and the Bukit were built before current permitting rules were enforced as strictly as they are now, and have no PBG on file. Article 346(3) provides the route back: a building already standing without a PBG must process an SLF in order to obtain a PBG, and under Article 262(4) the two are issued together. In practice this means hiring a certified technical assessor to inspect and document the building exactly as it stands, then applying through SIMBG. It takes longer than permitting a new build because you are reconstructing documentation for something already finished, but it is a defined, legal path, not a workaround.
If the assessment finds problems, Article 299 gives the assessor three possible outcomes: repair without renewing the PBG, renew the PBG without repair, or both repair and renewal, with up to five years allowed to comply. Where repair plus renewal is required, the owner can apply for a temporary-use letter (surat keterangan pemanfaatan sementara) covering the estimated compliance period. It is issued once and is not renewable, so it buys time, not a permanent workaround.
Enforcement in Badung and Gianyar
This is not a theoretical risk in Bali. Badung's 2025 enforcement figures recorded 194 building violations, 110 of them in Kuta Utara, the sub-district covering Canggu, Berawa, Pererenan, Kerobokan and Umalas, with 35 businesses sealed. The categories cited included hotels, villas, boarding houses, restaurants and padel courts. Fifteen of those sealed businesses were released once permits were brought into order, which is the useful part of the story: regularising a building works, and enforcement teams do reopen properties once the paperwork is fixed.
Article 327 lists failure to obtain an SLF before use among the sanctionable breaches, with penalties escalating from a written warning through restriction and suspension to demolition approval. If you own or manage a villa near Ngurah Rai airport, in Kuta Utara, or anywhere across Badung or Gianyar, treat SLF status the same way you treat land certificates: check it before you buy, before you rent it out, and again at renewal time rather than waiting for a notice.
FAQ
What is an SLF certificate?
An SLF (Sertifikat Laik Fungsi) is a certificate issued by the regency or city government confirming a building is fit to be used. It is issued after construction and inspection, and under Article 274(2) of PP 16/2021 it must be obtained before the building is occupied or operated, whether that is a private house or a commercial villa.
What does SLF mean in English?
Sertifikat Laik Fungsi translates to "Certificate of Function Feasibility," commonly shortened to certificate of feasibility or, informally, occupancy certificate. It certifies that a completed building matches its approved design and is safe for its stated function, whether residential, commercial or mixed use.
How long is an SLF valid in Bali?
Single detached houses and row houses get a 20-year SLF. Every other building type, including villas rented commercially, hotels, restaurants, shops and apartments, gets a 5-year SLF under Article 297(2). Apartments and rumah susun fall into the 5-year category despite being residential, because they are not classified as single or row houses.
How much does an SLF cost?
The certificate itself is free under Article 276(3), and so is a renewal. The cost comes from the fitness-for-function inspection required before issuance, carried out by a certified technical assessor and paid for by the owner. Fees vary by building size, location and consultant, so confirm the quote with your Badung or Gianyar DPMPTSP contact or your appointed assessor before committing.
Does a villa rented out on Airbnb need an SLF?
Yes. Article 274(2) applies to every building before use, with no exemption for houses. A privately occupied villa qualifies for a 20-year SLF. A villa operated commercially, including nightly rentals, is treated as a business function building under Article 5, which means a 5-year SLF and a requirement to update the PBG to reflect that use.
What happens if an SLF expires?
Under Article 302(1), once the SLF and any temporary-use letter have both lapsed, the SBKBG becomes invalid and municipal utilities, water and power, are cut off until a new SLF is obtained. For a rental villa this means an operational shutdown, not just a compliance note, which is why tracking the expiry date matters more than most other permits.
My building has no PBG at all. Can I still get an SLF?
Yes, and it is the required path. Article 346(3) states that a building already standing without a PBG must process an SLF in order to obtain one, and Article 262(4) allows the PBG and SLF to be issued simultaneously. This is the standard route for regularising older villas across Bali that were built before current permitting was strictly enforced.
