A Bali work visa is issued as a KITAS (Kartu Izin Tinggal Terbatas) sponsored by an Indonesian employer or your own PT PMA, backed by an approved RPTKA work plan and a notifikasi from the Ministry of Manpower. It takes 3 to 6 weeks from a complete file to a card in hand, costs roughly IDR 15 million to 30 million all in depending on sponsor and job category, and is valid for one or two years. You cannot start work on a tourist visa or a B211A while waiting: that is the single most common and costly mistake we see.

What a Bali work visa actually is

There is no single document called a "Bali work visa." What people mean by the term is a package of three approvals that together let a foreigner work legally in Indonesia: the RPTKA (foreign worker employment plan), the notifikasi (the actual work authorization that replaced the old IMTA in 2018), and the KITAS itself, which is the stay permit card. All three are tied to one sponsor, one job title, and one location. Change any of those three things and you need a new set of approvals, not an update to the old one.

In Bali specifically, sponsors are almost always either an Indonesian PT company, a PT PMA (foreign-owned company), or, for retirees and remote income earners, alternative KITAS types that do not permit local work at all. Bali work permit vs Bali working visa: the terms explained

People search "Bali work permit" and "Bali working visa" expecting different answers, but they are the same underlying process viewed from two angles. The "work permit" part is the notifikasi issued by the Ministry of Manpower (Kemnaker), confirming your employer has justified hiring a foreigner for that specific role. The "working visa" part is the E23 (formerly VITAS/KITAS working category) issued by the Directorate General of Immigration once the work permit is in hand. You need both. A notifikasi without the visa lets you work on paper but not legally reside. A visa without a current notifikasi means your work authorization has technically expired even if your stay permit card still shows a future date.

This distinction matters at renewal time. Immigration in Bali will ask for proof the notifikasi is still active before extending the KITAS, and expats renew the visa without realizing the underlying work permit needs its own separate renewal first.

Who qualifies for an Indonesia work KITAS

An Indonesia work KITAS is granted on the strength of the sponsoring company, not just the individual, so eligibility runs through both sides.

  • Sponsor requirement: the company must be a properly registered PT or PT PMA with an active NIB and, for PMA companies, paid up capital typically at or above IDR 10 billion for the relevant business line, though this varies by KBLI code.
  • Job justification: the role must appear on the government's approved list of positions foreigners may fill, and cannot be a position reserved for Indonesian nationals (HR roles, for example, are generally closed to foreigners).
  • Passport validity: at least 18 months remaining from the application date, sometimes 12 months accepted depending on visa category, but 18 is the safer standard we work to.
  • Qualifications: a degree or a minimum of five years' relevant work experience in the sponsored role, supported by a CV and reference letters.
  • Health insurance: a policy valid in Indonesia for the KITAS duration.
  • DKP-TKA levy: the employer pays a mandatory skills development fund contribution, currently USD 100 per month of permit validity, paid before the notifikasi is issued.

Step by step: from RPTKA to KITAS card

The sequence below is what actually happens on the file, not the simplified version most agencies quote.

  1. RPTKA submission. Employer files the foreign worker employment plan online through the Kemnaker system (TKA Online). Approval generally takes 5 to 10 working days.
  2. Notifikasi and DKP-TKA payment. Once RPTKA is approved, the employer pays the levy and receives the notifikasi, the actual work permit.
  3. Visa application (E23) or on-arrival conversion. If you are outside Indonesia, the sponsor applies for a visa approval that you collect at an Indonesian embassy or consulate, then convert to KITAS after arrival. If you are already in Bali on a suitable visa, some applications can be filed directly through the local immigration office.
  4. Biometrics and KITAS issuance. At the immigration office you provide fingerprints and photo, and the KITAS card is issued, usually within 5 to 10 working days of biometrics.
  5. STM and domicile registration. Within a set window after arrival you register your address with the local police (Surat Tanda Melapor) and, in some regencies, with the village office.
  6. Multiple Entry Permit (MERP) or exit and re-entry. Your KITAS should carry multiple entry rights so you can leave and return through Ngurah Rai airport without a new visa each time.
  7. Annual or biennial extension. Extensions are filed roughly 2 to 4 weeks before expiry to avoid gaps.

If your business or personal situation changes and you need to leave Indonesia permanently, or switch sponsor, an EPO (Exit Permit Only) has to be filed to close out the KITAS properly. Skipping this step is why some people find themselves flagged on a later visa application years afterward.

These figures move with job category, KBLI classification, and whether the sponsor is an existing PT or a company you are setting up alongside the visa. Confirm exact figures at the time you apply, since government fee schedules and the DKP-TKA rate are set nationally and do change.

Where to apply: Denpasar, Jimbaran, Singaraja

Bali has three immigration offices handling KITAS matters, and which one you use depends on your registered address, not where you happen to be staying.

  • Denpasar Immigration Office (Class I TPI Denpasar): covers Denpasar city and is the busiest office on the island, handling the highest volume of KITAS conversions and extensions.
  • Jimbaran Immigration Office (Ngurah Rai, Class I TPI): the relevant office for most of South Badung, including Kuta, Seminyak, Canggu, Kerobokan, and Uluwatu, and also the office attached to Ngurah Rai airport for entry matters.
  • Singaraja Immigration Office: covers Buleleng regency in north Bali, relevant if your sponsor or residence is registered there.

Gianyar regency (Ubud and surrounding villages) generally falls under the Denpasar office's jurisdiction for immigration purposes, though this can shift, so confirm which office your registered domicile is assigned to before booking an appointment. Booking is done online through the Ministry of Law and Human Rights immigration portal, and slots at Jimbaran in particular fill up well in advance during the July to September peak season.

The costliest mistake: working before the permit clears. Starting paid work, even informally, on a tourist visa, business visa (B211A), or while your RPTKA and notifikasi are still pending, is an immigration violation, not a paperwork technicality. Immigration officers do check, particularly around villa businesses, dive centers, and consulting work in Canggu and Uluwatu. Penalties range from fines and deportation to an entry ban, and it complicates every future visa application you file in Indonesia. Wait for the notifikasi and E23 to be confirmed before you accept payment or start the role.
