PSE Registration for Electronic Transactions in Indonesia
PSE registration is the mandatory listing of an electronic system operator, local or foreign, with Indonesia's Ministry of Communication and Digital Affairs before that system can lawfully process transactions, data or communications involving Indonesian users. It runs through the OSS licensing system or the dedicated PSE portal, carries no direct government filing fee, and non-registration is enforceable by Kominfo through temporary blocking of the website or app inside Indonesia. Most platforms with any commercial footprint in the country, whether they are based in Jakarta, Bali or overseas, fall inside the definition.

What counts as a PSE in Indonesia
A Penyelenggara Sistem Elektronik, or PSE, is any person or entity that operates an electronic system used to provide, manage or operate services to a third party through electronic media, over the internet or through a network. That definition is intentionally broad. It covers e-commerce marketplaces, SaaS platforms, booking and reservation apps, payment gateways, social media and messaging tools, streaming services, online gaming, and even a corporate website that lets users submit forms, make payments or create accounts.
The practical test Kominfo applies is simpler than the legal wording: if your system is accessed and used by people in Indonesia for a transaction, for communication, or for processing their personal data, you are very likely operating a PSE, regardless of where your company is incorporated.
Who must register: local and foreign operators
Two categories exist. PSE Lingkup Publik covers government bodies and public agencies. PSE Lingkup Privat covers private businesses, which is where almost every foreign-owned company, startup and platform operator sits. Within the private category, registration applies equally to companies incorporated in Indonesia, such as a PT PMA, and to foreign companies with no local entity at all, as long as their service is accessible to Indonesian users.
This second point surprises a lot of foreign founders. You do not need an Indonesian office or an Indonesian bank account to trigger the obligation. You need Indonesian users. A SaaS tool run entirely from Singapore or Australia but marketed to and used by clients in Jakarta or Bali is, for Kominfo's purposes, in scope.
The legal basis for PSE registration
The current framework sits on Government Regulation No. 71 of 2019 on the Implementation of Electronic Systems and Transactions, with the detailed registration mechanics set out in Minister of Communication and Informatics Regulation No. 5 of 2020 on Private Electronic System Operators, as later amended. The regulation has been revised more than once since 2020, including adjustments to deadlines, sanctions and the registration portal itself. Confirm the current version with whoever is filing on your behalf, because the operational detail changes more often than the underlying principle.
How to register for PSE in Indonesia, step by step
For Indonesian-registered companies, registration runs through the OSS-RBA system, tied to your company's NIB (Nomor Induk Berusaha, or business identification number) and the KBLI codes that describe your business activity. For companies without an Indonesian legal entity, registration is done directly through the PSE portal using the company's foreign registration documents.
- Classify the system. Determine whether the platform is PSE Lingkup Privat and whether it touches a regulated sector, such as finance, insurance, health data or payments, which may require a prior sectoral license from OJK or Bank Indonesia before PSE registration is even accepted.
- Prepare the documentation. This typically includes company registration documents or NIB, a description of the electronic system and its flow of data, privacy policy, terms of service, and details of the person responsible for compliance.
- Submit through OSS or the PSE portal. The system assigns a registration number once the submission is accepted.
- Respond to any request for clarification. Kominfo can and does come back asking for a clearer data flow diagram or a revised privacy policy before issuing final confirmation.
- Keep the registration current. Material changes to the system, such as a new payment feature or a change in data processing, generally need to be reflected in an update to the registration.
PSE registration cost and timeline
The government does not charge a filing fee for PSE registration itself. What you pay for is the work of getting the classification, documentation and submission right the first time, which matters because a rejected or incomplete submission restarts the clock.
| Item | Typical range | Notes |
|---|---|---|
| Government filing fee | Rp 0 | No direct charge via OSS or the PSE portal |
| Legal or consultant assistance | Varies widely by complexity | Covers classification, document drafting, submission and follow-up; confirm a fixed quote before engaging |
| Processing time, straightforward platform | A few days to a few weeks | Faster if NIB and KBLI are already in order |
| Processing time, regulated sector | Several weeks to a few months | Depends on prior sectoral approval from OJK, Bank Indonesia or another regulator |
| Ongoing obligation | Periodic review | Material changes to the system should be reported; confirm current reporting cadence, as this has been adjusted in past amendments |
What happens if you operate without registering
Kominfo has, on several occasions, blocked or threatened to block well-known platforms, including large international names, for failing to complete PSE registration on time. The enforcement sequence generally runs from a written warning, to a formal notice with a deadline to comply, to temporary blocking of access within Indonesia if the deadline passes. For a business earning revenue from Indonesian users, even a short blocking period is usually far more expensive than the cost of registering properly in the first place.
The single most expensive mistake: waiting until Kominfo issues a blocking notice before starting the registration process. By that stage you are filing under time pressure, often with incomplete documentation, while your platform is already inaccessible to Indonesian users or about to become so. The legal fees, lost revenue and reputational damage from an emergency filing cost far more than registering early, during normal operations, with no deadline pressure.
PSE registration for foreign companies and platforms
If you run a platform from outside Indonesia but it is used by Indonesian customers, you register as a foreign PSE directly, without needing to set up a PT PMA purely for this purpose. But many foreign founders find that once their user base in Indonesia grows, the practical case for a local entity grows with it: it simplifies payment processing, local hiring, and dealing with Indonesian regulators generally.
If you decide to incorporate locally and plan to live in Bali to run the business day to day, PSE registration becomes one item on a longer checklist that also includes company setup and a work permit. Our guide to the work visa and KITAS process in Bali covers what a foreign director or commissioner of the new entity needs to work legally in Indonesia, and our page on the work permit and residence visa explains how that sits alongside the company's own licensing. Compliance questions like PSE registration rarely arrive on their own, they tend to show up alongside immigration and company law questions in the same conversation, which is why we handle them together rather than referring clients elsewhere.
Common mistakes we see with PSE compliance
Founders generally get into trouble in one of four ways. First, they assume PSE registration only applies to e-commerce sites, and miss that it also covers SaaS tools, booking platforms, and apps that simply collect user data. Second, they register under the wrong KBLI classification because the company's original business license was set up for a different activity, which creates a mismatch Kominfo flags later. Third, regulated businesses, especially fintech and payment apps, attempt PSE registration before securing the required OJK or Bank Indonesia approval, and the submission stalls. Fourth, companies register once and never update the filing after adding a new feature that changes how user data is processed, which leaves the registration technically out of date.
None of these are difficult to avoid with a proper review before filing. They are, however, time-consuming to fix after the fact, particularly if the platform has already been flagged.
FAQ
What is PSE registration in Indonesia?
PSE registration is the process by which an electronic system operator, Indonesian or foreign, registers its website, app or platform with Indonesia's Ministry of Communication and Digital Affairs. It applies to any system used for transactions, communication or data processing by users in Indonesia, and is a legal prerequisite for operating that system lawfully in the country.
Who needs to register as a PSE in Indonesia?
Any company, Indonesian or foreign, operating an electronic system accessed by users in Indonesia for transactions, services or data processing. This includes e-commerce platforms, apps, SaaS tools, payment systems and social or messaging services. You do not need an Indonesian office to be in scope, only Indonesian users.
Is PSE registration mandatory for foreign companies with no office in Indonesia?
Yes. Foreign companies with no legal entity in Indonesia still register if their platform is used by Indonesian customers. Registration for foreign operators is submitted directly through the PSE portal using the company's foreign registration documents, rather than through the OSS system used by locally incorporated companies.
How much does PSE registration cost in Indonesia?
There is no government filing fee for PSE registration itself. Costs come from preparing the documentation correctly, including the system description, privacy policy and data flow details, which is usually handled by a lawyer or consultant. Fees vary widely depending on the complexity of the platform and whether sectoral approval is also required, so confirm a fixed quote before engaging.
How long does PSE registration take?
A straightforward platform with an existing NIB and correct KBLI classification can be registered in a few days to a few weeks. Platforms in regulated sectors, such as fintech or payments, take considerably longer because they need prior approval from OJK or Bank Indonesia before the PSE submission is accepted.
What happens if a platform is not PSE registered?
Kominfo can issue a written warning, followed by a formal notice with a compliance deadline, and then block access to the platform within Indonesia if the deadline is missed. This has happened to several well-known international platforms in the past. For any business earning revenue from Indonesian users, a blocking period is typically far costlier than registering properly beforehand.
What is the difference between PSE Public and PSE Private?
PSE Lingkup Publik covers electronic systems run by government institutions. PSE Lingkup Privat covers systems run by private businesses, which includes almost every foreign-owned company, app developer, marketplace and platform operator. Nearly all registrations handled for commercial clients fall under the private category.
Do I need an Indonesian company to register as a PSE?
No. A foreign company with no Indonesian entity can register directly as a foreign PSE if its platform serves Indonesian users. Many businesses still choose to incorporate a local entity, usually a PT PMA, once their Indonesian user base grows large enough to justify local banking, hiring and operations, but it is not a precondition for PSE registration itself.
If you are setting up or restructuring a company in Indonesia to operate a digital platform, PSE registration is usually one part of a broader compliance picture that includes company licensing and, if you plan to be based here yourself, the right visa category. Our team page has more on how we structure this work for foreign founders, and our Bali visa and company services overview covers how PSE registration fits alongside the other filings a new entity typically needs.
